Patients are triaged by a nurse into one of three care levels based on how severe the case is:

- primary care for outpatient treatment

- secondary care for cases that require hospitalization, and

- tertiary care for life-threatening situations and those requiring urgent treatment at an emergency and intensive care center.

Depending on the severity of other patients awaiting treatment, when visiting a Tokyo ER facility, you may not be seen in the order that you arrived. Because the primary focus of the emergency room is to serve medical emergencies, in the case of a non-emergency you may be referred to another medical institution or asked to come back during primary care hours.
